Is msconfig user dependent?
Due to Micro$oft's idiocy, and same as with the Programs menu, msconfig can be user--dependent, but this is not clear.
If you wish to have msconfig separate for each user on your computer, you will need to pay attention to the "Location" tab.
HKLM means local machine -- same for all users
HKCU means current user -- item will start only for the current computer user

I always recommend for those who game on their computer to create another computer user with absolute minimum of startup items. At the same time, things such as RAM speed and motherboard speed/power configurators, FRAPS, NVidia profiles, etc can on the other hand be turned on just for the gaming account.
