What is the safe way to buy a hard drive on e-bay?
My best friendly advice to you - NEVER EVER try to save money on a hard drive. The value of your data (even if just in hourly amount for how long it takes to transfer it) is VASTLY larger than the value of the HD itself.
DO NOT try to save money
DO NOT buy the cheapest drive you could find
DO NOT buy a used hard drive
DO NOT buy a hard drive without a return or warranty specified
STAY AWAY from Seagate 7200.* drives (like 7200.11)
UPON FIRST POWERUP if you hear grinding noises, clicking noises, a single loud click, or slow transfer rate IMMEDIATELY return the drive.
