Cannot sign in to Hotmail (Windows Live)

If the following message appears:

We're unable to complete your request

Windows Live ID is experiencing technical difficulties. Please try again later.

Then what may happen is that your password is up for renewal at this time (hotmail wants to ask you for a change of password), but it cannot do this from the Firefox browser.

You MUST use IE to attempt to sign in to Hotmail at this time, and Hotmail will likely ask you to change your password.

AS SOON as you log in, go to your hotmail options and verify that an alternate contact email is specified correctly.
