Quality of recent TV shows and movies

A question for those in the know:

What is up with the camera shaking on recent TV shows and movies?

And extremely grainy "film" (Aren't they all filming in digital now?).

And excessive and audible noise outside of dialogs?

All three of these effects probably most pronounced on last season of BattleStar Galactica, but I have seen it in shows and movies here and there since then.

Surely it can't be cheap production? Is it digital effects overdone, or some liberal arts head trying to make a point?
