Seldom used or emergency cellphone or plan
Hard to find is an understatement. If you are looking for a family seldom used or emergency cellphone plan, there isn't anything really available.
Although most cellphone plans have a reasonably large non-activity period of, say, 90 days, that is not the limiting factor.
The limiting factor is the much smaller PAYMENT non-activity period, and that is where they get you. You are thinking of putting down prepaid $25. If you don't use that in about 30 days you will probably lose that money.
And that is a lot of money for an emergency phone.
Don't bother looking at Verizon, AT&T, or T-Mobile for an emergency phone. If your area has a company besides these (and Sprint), contact them fist, they might be more reasonable.
But if you try to get an emergency cellphone from one of the too-fat companies above, you will find yourself out of service when you need that phone.
