How can you clean a cellphone with touchscreen? -- I recommend that you don't. Do not get liquid on your cellphone's screen, keyboard, or battery. Battery may turn its water damage indicator on, liquid in the keyboard will be hard to get out, and some touchscreens may stop operating if moisture gets behind the screen.

I have had someone I know use very little cleaning liquid on a paper towel disable the touchscreen for a day.

If you get moisture on or in the cellphone, immediately tell people you cannot live without that your cellphone will be off, and remove the battery as soon as possible. Then use internet advice on how to dry your cellphone. Do not reinstall the battery at least after overnight drying.

Use microfiber cloth to clean the display so as to not scratch it.
